Lake Volney Assn. Board Mtg. July 9, 2016

Meeting called to order at 9:00 am

Board Members Present: Suzanne. Terry, Sandy, Nicki, and Jay

Secretary’s Report – Sandy made motion, Nicki 2nd, motion secretary’s report approved

Treasurer’s Report – Jay

$8,000 on plant restoration grant left.

Dockside will be returning money on the Curly Leaf Project. Jay suggested that if we do a new project that we do a pilot first to see if it works before offering it to the Lake Volney residents. Nicki made motion to approve treasurer’s report, Sany 2nd, Motion carried.

Jay has paid Conservation Minnesota membership, which is where are minutes are posted and residents can read our minutes.

Buffer for Ditch

Mike Schultz of Soil & Water can get money to renew contract that Lauren Klement had made back in 2007 for a ditch buffer in a field which is in our watershed . He needed our approval for a grant to get the money. Grant people needed to know if interested parties in the watershed wanted the buffer to continue. We made a motion that if the ditch is approved we can donate up to $500, but maybe we will not need to give that much money and money wouldn’t be needed until Dec. 2016. Nicki made a motion and Terry 2nd, motion carried.

Dockside Acquatic Services – Matt Riehm of Dockside will return our money. Lake Volney paid him $1250 out of Lake Volney funds, and he some work for us so Nicki made a motion and Jay 2nd the motion that $1250 was a fair amount pay him, and motion carried. Residents of Lake Volney who paid for this project will have their $150 returned to them.

Schmitt Grant – Nicki

The in-lake planting has been done on the East and West side of the lake. Storms knocked the fence down, and Nicki will check on the plantings after our meeting. Nicki has contacted Great River Greening for in-lake planting next year. GRG wants $500 donation for 0-15 people and $1,000 for 1-40 people. They have their own project manager and would order plants etc. Nicki informed them she is project mgr. and has already ordered plants for next year. All we need is people to plant the plants. Nicki will continue to work with GRG. There was a motion by Jay, 2nd by Terry to work with GRG for next year, motion carried.

Annual Meeting – Jay suggested we move the annual meeting date to April 2017, may get more people. Motion made by Jay, 2nd Terry, motion carried.

Lake Volney Association Annual Meeting

May 14, 2016

Secretary’s Minutes from 2015 Annual Mtg. – Motion approved

Treasurer’s Report – Jay read and approved. Also mentioned those who handed in dues will receive a receipt as dues are tax deductible.

In Lake Planting Report – Nicki reported on getting the permit from the DNR. Picked a date to plant and tentatively picked June 11, 2016 for in lake planting. Nicki to order plants.

Curly Leaf Project – Sue reported. 2 acres to be picked by Steve McComas to be treated by Dockside, maybe the East side. Jay is working with Matt from Dockside. Idea for next year to put flag in front of beach where Curly Leaf is to be taken out.

Presentation by Josh Mankowski of Le Sueur Environmental Office – Josh gave presentation on the Lake Volney Targeted Restoration Grant construction projects by Michael Schultz of the LeSueur County Soil & Water Conservation District which are:

  1. Lake Volney Estates stormwater basins
  2. Peterson/Hirdler Drainage Outlet
  3. Traxler Runoff Retention Basin
  4. MN DNR Aquatic Management Area outlet armor
  5. Lake Volney Lane Direct Runoff – New landowner request to be cancelled
  6. Brockway Wetland Enhancement/Spawning Habitat
  7. Dolejs/Tupy North Armor Outlet – The Engineers deemed the work completed there already as adequate and requested that we do nothing.
  8. Sheffert/Onken Water and Sediment Basins – The engineers are working on a finalized detailed design. Once that is completed the project will need cost share applications with the landowners.
  9. NEW Anderson Family/Wolf Lake Inlet Armor – This project was identified when project 7 was identified as adequate. The landowners have not been contacted and a visit will be in the near future.

NOTES: If any new projects arise in the near future we may have additional funding to complete them with this grant.

Josh explained that people coming to our annual meeting is considered inkind monies at a rate of $23.50/hr.

We are getting the grant because we now have an approved TMDL report and a plan to clean up the lake.

Josh explained that Le Sueur County uses the gravel tax for environmental projects.

AIS Coordinator – There is $5,000 to help with AIS and the DNR has stipulations. Sheriff Tietz has said Le Sueur County sheriffs dept. is doing inspections on AIS on boats.

We have 128 lakes in LeSueur County and 8 Lake Assns. The county is doing a lot of education in the schools. The DNR wants no movement of AIS.

Josh mentioned you can get a ticket in MN for having your boat plug in, it has to be out when transporting your boat.

Josh mentioned at this time, people caught with AIS are given a warning and not a ticket, but the DNR is keeping track of these people. Next time they get a ticket.

Fish Report – Ken Kalina, sent a fish report stating that 134,000 Walleye Frye were put into Lake Volney on May 4, 2016. Fall of 2016 Electrofishing will be done on Lake Volney by the fisheries in Waterville.

Schmitt Grant – Nicki

Pick a date to plant – depends on weather. Volunteers and others to get $100 in plants to plant.

Dockside Acquatic Services – Matt Riehm gave a presentation on Curly Leaf Pondweed removal. This is a large scale rip removal. His website is DocksideAcquatics.com. He has a machine operator and 16 divers to pull curly leaf pondweed. His machines are sanitized before going into our lake to prevent AIS from entering. He has been an agricultural business since 2001. He needs a permit from the DNR and can only treat 50% of a lake per year. Lake Volney to ask $150 from each lake owner to sign up for removal. Dockside needs a minimum of 10 people and they will come out and do 5 acres. Dockside will look at doing project in April. Lake Assn wil pay $4,000 out of lake assn. monies to do this project. Motion by Terry and 2nd by Jay to do this project. Motion carried.

Conservation MN. – Renew membership

Annual Meeting – Terry called Dandy to make reservation for annual mtg. on May 14th. Meeting will start at 9:00 am. Josh Mankowski from Le Sueur County Environmental office will give a presentation on projects to be implemented on Lake Volney.

Treasurers Report – Read and approved

Schmitt Grant – monies will be used this year to finish out our 3 yr. grant. Nicki to order plants and get supplies for in-lake planting. Date to plant to be determined. Volunteers will be given $100 in plants to plant on their own shore line if they help with planting. We will also be conducting additional in-lake planting this summer. We have funds remaining from the $12,000 Schmidt Foundation Grant we received two years ago, and all remaining funds will be spent this year for plants and supplies. We will be seeking volunteers to assist with the planting effort and we greatly appreciate your consideration to help. A date will be selected soon, but it’s necessary to select a time when we know the water temperature will be high enough so the plants will grow.

Table mtg. as Guest Speaker – Matt Riehm of Dockside Aquatic Services presented he has a machine and divers to remove Curly Leaf pondweed from Lake Volney. Website is dockside acquatics.com. He has 16 people working for him as divers and machine operators. They sanitize their machines after each lake so no AIS can spread from one lake to another. Dockside will come out to a lake if they can do 5 acres. The DNR only allow 50% of the lake to be treated in one year. Cost is $1500-2000/acre. Need 10 cabin owners and Lake Assn. may kick in enough money for 2 acres.

Dockside Aquatics will do all permitting and can cut/pull 2500 square feet of space in front of each lot. Their normal cost for this service is $250.00 for a one-time (annual) treatment. However, they have offered us a rate of $200.00 per lot. Your Board has voted to cover $50.00 (?) of the $200.00 price for members for two (2) years (2016 and 2017), making the cost for this service $150.00 per year. Also, the Board will be working with Dockside Aquatics to select a 2 acre location on the lake that is heavily infested with Curley Leaf; we will hire Dockside Aquatics to cut and pull the Curley Leaf in this area and use this location as a test bed to gauge the effectiveness of this process. Ideally, we will expand this area in the years to come should the removal be successful.

Mtg. reconvened at 11:00 am. Lake Assn. will pay for 2 acres for Curly Leaf removal at a cost of about $4,000. This 2 acres will then be the next site of our in lake planting. The acreage to be cut is to be determined by Dockside Aquatic Services. An offer is to be made to cabin owners who are members of the lake assn. that they will get $50 off $200 to have their curly leaf problem taken care of this year.

Motion by Terry, 2nd by Jay to not renew membership to MN Lake and River Advocates, because MN Conservation now has lobbyists. Motion carried.

Clean up days: Mark your calendars for our annual shoreline Clean Up Day. We appreciate everyone’s participation in this effort. As we have done in past years, we will have ‘Captains’ responsible to organize their neighborhoods and conduct clean up on the specified areas of the lake on a date that works well for each group. The dates to select from this year are: April 9/10 or April 16/17. More on this clean up day soon.

Need to set up mtg. with Mike Schultz of soil and water of Le Sueur County. Suzanne to give Sandy a couple of dates to set up mtg.

Annual mtg. date for Lake Volney Assn. will be May 14,, 2016. So, please mark your calendars for the Annual Meeting on Saturday, May 14, 9:00am to 11:00am. Continental breakfast will be served and it’s a great way to catch up with your neighbors as well as to hear about progress on lake restoration.

SW Corner drainage area – Suzanne will take pictures and send an update to Mike Schultz, Kathy Brockway and others identifying the concern of our association and membership regarding the drain tile installed without any buffer area, etc.

 

Schmitt Grant – Nicki will send an update to the Schmitt Foundation advising our progress to date and asking for an extension on the 3 year plan. We plan to continue planting in-lake native plants for the next 2 years, minimally.

 

COLA membership renewal of $50.00 (annual) was approved.

 

Strategy for 2015 discussion included continued in-lake planting and focus on acquiring land on which to restore wetlands.

MN Lakes and Rivers Advocates – Steve made a motion for LVA to join this organization as they were the ones who got the legislation through to give money to lakes in all counties of MN to start the AIS program. Lee Ganske of the MPCA noticed the article in the “Lake Line Magazine,” which is the publication of the North American Lake Management Society. He wanted to come to our meeting to see what our next step is in cleaning up Lake Volney and how he can help us. We told him our TMDL report has been approved.

 

Lauren Klement of the Le Sueur County Environmental Office and Mike Schultz of Le Sueur County Soil and water are working together to submit a Clean Water Fund application, with 10 projects, specifically for Lake Volney. The projects are to redesign and reconstruct the stormwater ponds, address the failed drainage easement, create a couple of retention areas, riprap three outlets to the lake, redirect runoff, enhance a wetland to create fish spawning habitat, repair two terraces, and construct one new terrace.

 

Late 2014/Early 2015 Meeting with Lauren/County – Suzanne to set up meeting and let us know when to meet with Lauren and Mike and other representatives from the county.

President Sue called meeting to order.

No secretary’s report , but was approved through email and Steve put online.

Treasurer’s report was read, motion by Nicki, 2nd by Terry, motion carried.

Old Business –

Nicki gave a report on the Schmidt Grant Planting

Nicki and Steve planted on the west side of the lake. This is the 2nd planting. It went much better putting in fencing as ground was sand. The stakes went in easier.

New Business

AIS – Nicki will be the representative from Lake Volney for the citizens representing Le Sueur County to the state AIS committee.

 

Bob G. is leaving COLA and Lake Volney Association as he has sold his lake home.

Bob has been a great person to have on the LVA Board these past years.

Lake Depth Reading once a week – Terry S. will do this task.

COLA Representative for Tri County and State Representative – We will ask for volunteers at annual meeting.

Watershed District needs their own board – Contact Lauren Klement or Michael Schultz of Le Sueur County Soil and Water office.

AIS Prevention – Sheriff Water Patrol – The county needs money for inspection stations on weekends to check for AIS, basically on weekends.

Iron Sand traps and other projects – Lauren working on funding sources for 2016 projects around the lake/watershed

Culvert and Retention pond – Need to set up a meeting with Lauren.

Lake Volney Association Annual Meeting

Le Sueur County Sheriff, Dave Tietz, spoke and introduced Joe Kern, the Water Patrol Deputy. Joe Kern spoke, answered questions of Lake Volney residents and gave out his business card. Residents on Lake Volney were encouraged to report any unusual activity to the sheriff’s dept. Residents were also told they could call the Sheriff’s Dept. about a boat with AIS discovery on it. Sheriff’s Dept. would hold boat until DNR could get to lake to determine the AIS issue.

 

 

 

Suzanne called meeting to order. A motion was made by Sandy and 2nd by Mrs. Ken K. to approve the secretary’s report, motion carried. A motion was made by Steve and 2nd by Lane to approve the treasurer’s report, motion carried.

 

 

 

Old Business

 

  • Cyril Miller is working with soil and water of LeSueur County and also Lauren from the Environmental Office, to build a buffer to keep soil from his field running into the ditch, across the road, and into the lake. He will sell 2.5 acres and the county got a grant for $6,000, County will pay $3,000. The Lake Volney Assn. also donated $500.00. The County Commissioners have approved this project.
  • Lauren, from Environmental office, is writing a grant for the year 2016, and we would hope for Volney to receive some of the funding in this grant.  Types of projects that could be funded include a new type of filtration system, a sand iron filter. A sand iron filter pulls pollutants out of the water and acts as a manmade wetland. There is an experiment being on Lake Minnetonka this year.
  • TMDL  Report -(Total Maximum Daily Load,) Shaina Keesley of the MPCA is our contact. She has submitted the TMDL Report to the state of MN. In Feb. of 2014 we learned that public comment period was open to the state of MN. Lake Volney Assn. comments submitted included specific action items for the lake, as we felt the report was not detailed enough. Funds for the TMDL are coming from sources such as 319 Federal funding, Clean Water Partnership, and Bowser Funding.
  • MPCA is monitoring the condition of the Cannon River Watershed. MPCA would like to get this report of the watershed integrated into the local water plan to help get implementation dollars. Here is a link that tells more about this monitoring:

  • COLA Report – Bob. He mentioned that they meet at Elysian. Also mentioned that many of the members are gone during the winter, so they meet in warmer times. COLA generally meets quarterly. Bob explained that COLA is an organization that is a tri-county group for lake associations. Members get together to share information and about what in going on with their lakes.
  • Fish Report – Ken. Ken handles the website and reports on the stocking of the lake.  195,000 Walleye Frye were put in Lake Volney last year.  Brockway’s have a pond and allowed the DNR to put Northern Frye there. The pond is used as a spawning pond and when Frye are big enough will swim downstream to lake. This was done in 2013 and was done on May 3, of 2014, also. DNR Waterville fisheries have been very cooperative and have brought any extra Frye in the fall to put into Lake Volney.
  • Seining – Guyer has been testing in spring and fall for carp and doesn’t want to seine this year as he doesn’t feel there are enough carp to seine. Seining is generally done in the spring, fall, and through the ice. He has to stay out of the lakes from Memorial Day through Labor Day. Since 1998, there has been 300,000 pounds seined.
  • Secci Reading – Dan does the secci reading for the lake which tells us clarity depth. We are now at 12.5 feet for clarity depth.  This is unheard of in southern MN., but we just found out that Fish Lake has better clarity than Lake Volney.
  • Lauren from the Environmental Office is working on getting the holding pond by the Peterson’s on the NW side of the lake increased in size. The Peterson’s are experiencing significant flooding on their property with each rain.
  • In Lake Planting – Nicki reported on the planting of last year and that she is going forward with the second year planting of this three year project. Nicki thanked all of the volunteers who helped last year and continue to help by checking on the planting.
  • Clean up Days – Thanks to all the volunteers who participated in the clean up days.

o    Donna Perleberg of MN DNR Ecological and Water Resources in Brainerd is doing the full blown, intensive aquatic plant surveys that you see on Lake Finder. Lake Volney is scheduled for a survey this summer.

 

o   North American Lake Management Society’s magazine named Lake Line will have an article on Lake Volney soon.

 

o   Darby Nelson uses Lake Volney as an example in his nationwide speeches as to how to clean up a polluted lake.

Annual Meeting – Bob has door prizes. Bob will get Dandy for May 17th for annual meeting. Meeting to start at 9:00am Continental breakfast will be served. Steve will put on website. We will ask Shaina from MPCA to be a speaker at the annual meeting and talk about the implementation plan of the TMDL report. If Shaina cannot speak then we will ask carp expert from U. of MN., Peter Sorenson. Suzanne will update the 2014 goals report for Lake Volney.

 

TMDL – Public comment period to start soon. Suzanne to do a letter from Lk. Volney Board stating plans we want to see in the report. Things like Storm Runoff plans, Size of watershed to get more Ag projects in place, wetland restoration as there are multiple owners in the watershed. We would also like to give the MPCA the results of the flyover done on Lake Volney. Would also like to see a plan for septic upgrades and septic discharge to tile lines. Also, want to address the Alum treatment mentioned in the TMDL report. Plan for prevention of AIS. How is the plan going to use the funds from the Clean Water Land and Legacy Funds?

 

Lake Volney board to contact contractors for Alum treatment to get pricing and possibly apply for a grant.

 

Curlyleaf pondweed reduction – Bob to ask COLA about cost and results of cutting Curly leaf on lakes. How do we control/eradicate curly leaf? Can we get a grant to pay for eradication of Curly leaf?

 

Star Lake Application – We are continuing to work on being a star lake, but need the TMDL report to use as our management plan.

Seining – Contact Ken K as he now has taken over fish projects. We have had Glen Geyer in the past.

Meeting call to order.

Treasurers report: Approved.

 Old Business:  

 Watershed Meeting with the County – Meeting between Lake Volney Assn. and Le Sueur County is on hold for the moment.  LVA. is working with the county on the runoff from land the NW side of the lake. The county has hired an engineering firm and is waiting on their report before we can meet with them to solve the runoff problem.

 

 South side Ditch Dug Last Fall – It is failing and the county is looking into a more permanent solution. We will send another letter to the township involved with that project.

 

 In Lake Plantings – Nicki reported on the progress of the in-lake plantings. All monies reimbursed to Nicki for expenditures will be approved by the board. Nicki to write report and after approval by the board send to Schmidt Foundation along with pictures of the project as required by the grant. The DNR has asked Nicki for project to put on the DNR website as an example of an in lake project. The information on the in lake project will then is put on the Lake Volney website.

Boat Landing – Because snow covered boulders and some holes last winter boats were getting hung up on the boulders and getting stuck in the holes. Nicki made a motion to contact DNR to install fencing around dangerous area and reflective tape or reflective stakes near boulders. Steve seconded the motion, motion carried. Nicki will contact the DNR with this project.

COLA – Bob reported on COLA. Because of a lack of volunteers COLA is going from 12 meetings a year to 6 meetings a year. Lake Volney will remain a member of COLA as it is a very informative organization on lake issues.

2014 Meeting Dates – All days will be a Saturday and every meeting will start at 10:00 am.

TMDL Report – It is tentative, it has been sent to the State of MN and we are waiting for them to review.

Shoreline Management Policy – Le Sueur County has passed a new shoreline mgmt. policy, to take effect in August of 2013, very restrictive guidelines for change to shoreline lakes.

Carp Seining – Steve asked about carp seining and Bob reported that Ken K. was working with the seiners.

Conference in May on Lake Management – Steve reported he would like to go to the conference in May, no dates set yet. Board approved to pay for conference and for up to 3 people to go to conference. Hotel and mileage will be paid by recipient going to conference.

Lake Management Plan – Steve McComas, the Lake Detective of Blue Water Science, has been contacted but we have not heard back from him.

May 18, 2013  Annual Meeting.

Suzanne President called meeting to order.

 Secretaries Report   2012 annual meeting minutes approved.

Guest Speaker Craig Soupir of the DNR spoke first. He gave a power
point presentation entitled, “Shoreline Management and Aquatic
Planting.” Craig also gave us up to date knowledge of what is happening
in our district.

 Nicki W project manager of in-lake planting project, then spoke and
explained the project. She also explained why we need a fence to protect
the plants and why she chose the plants for our lake. She set the
weekend of June 1st to do the in-lake planting project.


Treasurers Report – Treasurer report and bank statement presented to all members.

Steve talked about Darby Nelson and how he uses  Lake Volney Association in his presentations as a shining example of a successful Lake Association practicing very good lake stewardship.  Motion by Ken K. to accept treasurer’s report, 2nd by Wayne C., treasurer’s report was approved.

 Old Business:
Culvert – Cordova Township and LeSueur County working on restoring that
area.

Carp Seining – Bob reported that Commercial Fisherman Glen Geyer visited Volney and did a sonar analysis of carp.
Carp were hard to find schooling so an analysis will be done in the fall.

Fish Report – Ken K. had a written fish report on the electrofishing with T J Debates of the DNR.   A good amount of Walleye and pan fish was observed.

President’s Letter –  Suzanne reviewed the 2013 President’s letter.

New Business

Association Goals: Suzanne reviewed “Association Goals 2013-14

Lake Volney Survey – members were asked to fill out and return.
Results will be sent out via email and reviewed at next year’s annual
meeting.

TMDL Report – sent to state and waiting to hear what they have
to say.

 

Flyover by A W labs was done in  2008 and 2012

AMA purchase of shore land by DNR of Scheffert Bros. shoreline,
was a tax advantage for land owners.

Working with Steve McComas to set goals for the Lake Management
Plan. It may be a year before the Lake Management Plan is done.

Volunteers Needed
To track ice in and ice out dates for professor from New York.
This has been done for 35 years.

Someone to take secci dish readings from months of May through
September and this is done once or twice a month.

Invasive Species – It takes 21 days of dry time for your boat to be out
of the water, and a temperature of 140 degrees to kill zebra mussels.
There is a $100-150 fine for not cleaning your boat. There is Asian
Water Milfoil in Rice County.

Lake Volney Association Board Meeting DRAfT Minutes-

September 21, 2012

Treasurer’s report: the Board audited the bank statement for LVA and approved the report as submitted

Old Business:

The Board discussed holding a meeting with the County, Townships, and others, this fall. Purpose of the meeting is to review TMDL and Flyover results, with the purpose of identifying joint projects the County and LVA can focus on over the next year. Suzanne has the action to establish a meeting date.

The County recently approved funding to dredge the holding ponds on the northwest side of the lake. We have received approval from the homeowner and the project is now between the County and the selected construction company.

Our citizen volunteer on Volney has been in constant contact with the Waterville Fisheries and advises that the DNR will be conducting their electro-fishing test to count the survival rate of last year’s stock. If there are not sufficient walleye in the lake, the DNR will stock with 200 lbs of fingerlings this fall. Next spring and summer we are scheduled for walleye fry and Northern fry stocking.

The beach boat landing is complete and the construction company did an excellent job in stabilizing the dirt and landscaping the project.

A couple of lakeshore owners voluntarily participated Ina chemical treatment process, sanctioned by the DNR, to rid a portion of their shoreline of Curley leaf pond weed and other invasive species. Results of the treatment were quite good. The Board will make information available to the membership next year should others wish to participate in the program. Homeowners are responsible for the cost of the process/application, but a representative of thenDNR does the work.

New Business:

Cordova Township replaced an old culvert under the road on the southwest side of the lake. The construction job was extremely poor and followed no environmentally sound practices for stabilizing the earth around the project. The Board has been working directly with the Township with no results, and will write a letter to the Commissioners to advise them of this poor quality construction job that will result in significant runoff into Volney.

AW Research Labs conducted a follow up flyover (last one was in 2010) and the Board received the results the night prior to the meeting. More study and comparison to past results is required and the Board will meet with County and other government agencies to share results and identify action plans.

It was noted that a landowner in watershed has spas turkey manure on his field, which is rich in nutrients. The County was present at time of spreading and all reports indicate it was appropriately worked into the earth to prevent runoff.

Bob followed up with the County on the lakescaping project at the public beach. Over the years it has grown up in weeds and brush and needs attention. No response from the County.

Lake Volney Association Board Meeting Minutes –

July 17, 2012

Old Business:

The Board discussed recent comments/emails that have been coming in from members regarding the quality of the water and weed infestation this year. Rope algae and curly leaf were overly abundant this spring throughout the lake. Two homeowners are testing a DNR-supported herbicide treatment this year and the Board will share results and potential for expanded use of this herbicide next year.

Motion was made and approved to conduct a second flyover survey this fall (done by AWS Research, Brainerd), provided the results be given to the Board in layman’s terms. Results will be published to the membership.

Bob reported that the AIS signage, provided by the DNR, will be installed at the boat landing at the time the beach parking lot and landing are resurfaced. Bob secured 15 copies of the AIS video shown at the annual meeting and will be distributing them to members/homeowners who were not present at the meeting.

A project list for potential grant-funded projects was developed by the Board and will be submitted to Lauren K., Le Sueur County. No members submitted requests to the Board.

No word yet on approval of the TMDL plan by the MPCA. The Board agreed to put out a survey to the membership to solicit comments/ideas/suggestions about water quality and potential future projects for the Board.

The Board expressed gratitude for those members/homeowners who have volunteered to assist on projects in/around the lake. The Board continues to seek assistance in this area and if people are interested in volunteering, please contact a Board member.

New Business:

Discussion ensued about conducting an aquatic plant survey on the lake. The DNR Plant Specialist will be consulted about this endeavor.

As we do annually, the Board will ask Lauren K and Mike S (Le Sueur County) and the DNR to meet to discuss going forward plans and ensure we are aligned with these organizations. Potential meeting dates will be sought for late August or early September.

Nicki briefed the Board on an invasive species, Wild Parsnip that has been noted in/near Le Sueur County. The plant has the potential to create burns on skin and contact should be avoided.

Old Business:

In Lake Planting project – A motion was made and passed to approve spending up to $500.00 to construct protective fencing structure(s) for aquatic planting and plants, if available. (Bulrushes may not be available until next year.) Sandy and Nicki are partnering with Aaron and the DNR and are in charge of establishing the protective structures and plantings.

Trash receptacle for the public beach – Craig Soupir, New Ulm DNR, is working with LeSueur County and checking on the possibility of re-establishing a trash receptacle at the public beach.

Star membership – Lake Volney has been listed as a Star member in Minnesota Waters.

Water Quality Actions Council – Nicki and Sandy attended this event on behalf of the LVA on March 29. This group is focused primarily on rivers and streams, with lake and river associations coming together to share best practices.

New Business:

COLA participation – A motion was made and passed to renew LVA’s membership in the Tri-County Coalition of Lake Associations. Membership is for fiscal year 2012-2013 and is $50.00.

CRWP participation – A motion was made and approved to renew LVA’s membership with the Cannon River Watershed Partnership at the $100.00 level.

Grant Opportunity List – Lauren (LeSueur County) has requested all lake associations in the county to submit to her a list of our known future projects by July 2012. As grant monies become available, Lauren can then easily approved funds for specific, previously planned projects, saving time and effort.

Annual Meeting Agenda – The agenda was planned for the annual meeting, which will be held May 19, 2012, at Little Dandy Supper Club. All members and concerned citizens are invited to attend.

Old Business:

Possible field trip to Waterville Fisheries – Bob to investigate a membership/community field trip to Waterville Fisheries on Saturday April 14, 2012.

Two-stage ditch grant update and status; northern rearing pond update – Awaiting word from Minnesota Research Center on a possible grant opportunity to install a two-stage ditch on the NE side of Volney. This could potentially be used as a northern rearing pond in the future, if DNR supports. More information to be gathered and discussed at the annual meeting.

Possible DNR land acquisition – DNR is in the process of applying for a matching grant to help purchase a tract of land on the sw side of Volney from the landowner.

Motion was made and approved to table the dredging of the sludge from the NW corner holding pond until which time the County may be able to assist with funding of the project.

New Business:

2012 Goals – A draft of 2012 goals was distributed to the board and will be finalized prior to the annual meeting.

Minnesota Waters – Motion was made and approved to investigate the next level of membership to MN Waters, and to spend an additional $50.00 per year (vs. the current $100 level) if this allows LVA increased information and ability to circulate more info to the membership.

New AIS law – a new statewide law is in effect that requires all boats to carry a sticker on their trailers reminding people to check for Aquatic Invasive Species. Bob contacted the DNR and ordered 50 stickers for the membership (they will be available within the next couple of months).

DNR – Discussion ensued regarding the legal number of boats that can be docked and/or tied up on one property. More research is needed.

Possible AIS signage (additional) and people to check boats during holidays – Bob contacted the DNR and they have agreed to post additional signage regarding Aquatic Invasive Species at the public boat launch. DNR has a statewide effort underway to check boats at many lakes throughout the state; we have petitioned Volney be a lake where they inspect incoming and outgoing boats.

LVA Website – Discussion ensued regarding the posting of video links related to the Association on the LVA website. It was determined we would discuss as a Board before posting any links to ensure consistency of our product.

Historical photo search – LVA is searching for historical photos of Volney, Volney Beach or other historic sites on/around Volney. Watch the link (pictures) on the website for new postings.

In lake planting project – Aaron/Cannon River Watershed Partnership, has volunteered to assist in coordinating an in-lake planting effort to restore native bulrushes, cattails and lily pads in select locations. Sandy and Nicki volunteered to assist in coordinating this project. If possible and before this begins, communication would be sent to the membership advising of locations and goals of the project (fish habitat, etc.)

Annual Clean Up Dates – As has been done over the past two years, the lake clean-up will be held over two (2) weekends: April 28/29 and May 5/6. More information will be distributed soon.

LVA Annual Meeting – will be held Saturday, May 19, 2012, from 9:00am – 11:00 am. at the Little Dandy Restaurant.

Establish Lake Management Plan planning meeting schedule – Suzanne to work with Joe and Aaron to coordinate time/date for the next Management Plan meeting.  The Star Lake Organization is formulating a standarized form for lake management plans.

The next 2012 Board meetings will be on the following Saturdays: April 21, July 21, September 29, November 24.

Other: The Cordova Township’s clearing of trees on the SW side of the lake was discussed. The poor method of cutting the trees left the area unsightly. This was reported to the Township and if necessary, a letter will be drafted from the LVA to ask the Township to discontinue this “mowing off” of trees.

AIS Report

by Sandy, Nicki, and Steve, who attended the Aquatic Invasive Species seminar. Visit the Volney website and/or the DNR or MN Waters websites to learn how to prevent AIS from spreading into our lake. If anyone sees a potential AIS in Volney, report it immediately to local county or state officials. There is no remedy for any AIS and preventing them from entering Volney is our only way to ensure our lake is not overrun with AIS such as zebra mussels and Eurasian Millfoil, both of which are in many southern MN lakes.

TMDL Report

– Joe Pallardy stated the report is still being reviewed and the MPCA is waiting for an action plan.

Seining Report

– Steve reported he has contacted two people and is waiting to hear back from them regarding seining for the winter/spring seasons.

Bylaws

– Discussion regarding potential changes to Association bylaws. It was agree to start with MN Waters to see if they can provide us bylaws from other lake associations to use as examples of how to possibly rewrite/change those of Volney’s Association.

County Water Safety

– Bob contacted the County to see is there is a process for attaining approval for no wake zones during high water times. While there is really no process for this at a County level, the Board agreed that should high waters occur again in the spring, a notice will be sent via email, as we have done in the past, as lake residents are courteous about keeping wakes down during high water.

Culvert Report –

Due to a failing culvert on the NW side of the lake, Bob called the county last spring and will call again to see if culvert will be replaced this fall. Discussion also ensued regarding the dredging of a holding pond on the NW side of the lake.

Tax Exempt Status –

Steve in charge of this project and reported that he had contacted the State to ensure our 501(c)3 status, which includes tax exemption, remains valid. He reported that we continue to be granted our nonprofit status.

New Business

 

Lake Management Plan

– Suzanne took the action to contact Lauren (County) to see if money existed to ask a consultant to assist in drafting a Lake Volney Management Plan. Discussion ensued around possibly apply for Star Lake status once a management plan was written. Star Lake status discussion tabled.

A planning meeting with the County, MN State University and members of Lake Volney Association is being scheduled for some time within the next month.

Discussion was held about convening a meeting, which has occurred annually, with Lauren (County) for possibly the first part of November.

Lake Volney Association Annual Meeting Minutes

 

May 21, 2011, 10:00am-12:45pm

 

The Annual Meeting was called to order at 10:00am by Suzanne. Six (6) Board members and approximately 28 members/guests were present at the meeting.

 

Guest speakers were introduced including Shaina Keseley – MPCA, Joe Pallardy – University of Minnesota-Mankato biologist and author of the TMDL report, Aaron Wills – Cannon River Watershed Partnership, and Bruce Pittman – DNR Waterville Fisheries.

 

The Secretary’s report was read and approved.

 

The Treasurer’s report was read and approved. Bank statements were circulated among membership for audit purposes.

 

 

Old Business:

Lake Volney Association 2011 annual goals and the President’s update letter were distributed and discussed

 

Bob G. reported on the Tri County Coalition of Lake Associations; Bob serves as the COLA liaison from LVA. Action items for the COLA include

o   Continued support for state and federal legislature for conservation and clean water monies;

o   Aquatic Invasive Species (AIS) such as zebra mussels, Eurasian Milfoil and curly leaf pondweed are subjects of concern for southern Minnesota lakes and everyone living on or enjoying Lake Volney should be vigilant so non native species are not introduced into the lake. (Curly Leaf Pondweed is currently in Volney but we do not have zebra mussels or milfoil at this point.)

 

New Business:

Bruce Pittman spoke about Waterville fisheries and gave a detailed report on the fish management plan for Lake Volney, including the introduction of fry and fingerling Walleye. Bruce reported that if there is appropriate interest and the right conditions exist (high water, enough natural wetland areas); he would be interested in re-introducing a Northern Pike program into Volney. Bruce offered that if there is interest, he will conduct a tour of the Waterville fisheries. Steve P will coordinate with Bruce and announce a Saturday date yet this summer.

 

Shaina Keseley (MPCA) introduced the Total Maximum Daily Load study that has been conducted over the past two years. Since Volney is on the Minnesota Impaired Waters List, the State requires a two year study and a remediation plan be developed, per section 303(d) of the Clean Water Act.

 

Joe Pallardy gave a detailed report on his research over the past two (2) years on the Total Maximum Daily Load entering Lake Volney. Joe reported that there are two (2) key areas identified in his remediation plan that will clean up Lake Volney:

o   Wetland restoration – two key wetlands were drained in the early 1980’s which are tiled directly into Volney, causing the primary overload of phosphorous and nutrients: one on the NE side of the lake and the other on the West of Volney. Restoration of these two wetlands (as well as other smaller wetlands) would significantly improve water quality and clarity.

o   In-lake sediment phosphate reduction: the silt on the bottom of Volney is overly rich in nutrients and phosphorus, caused primarily by the nutrient overloading of the lake (tiling and wetland destruction). While wetland restoration is key in restoring our lake, in-lake sediment must also be addressed to ensure continuous water quality and clarity.

Joe has already met with some of the agricultural landowners and is willing to assist in locating funding sources that would offset potential losses incurred by landowners for wetland restoration.

Treasurer’s Report: Read and approvedOld Business

AIS Report by Sandy, Nicki, and Steve, who attended the Aquatic Invasive Species seminar. Visit the Volney website and/or the DNR or MN Waters websites to learn how to prevent AIS from spreading into our lake. If anyone sees a potential AIS in Volney, report it immediately to local county or state officials. There is no remedy for any AIS and preventing them from entering Volney is our only way to ensure our lake is not overrun with AIS such as zebra mussels and Eurasian Millfoil, both of which are in many southern MN lakes.TMDL Report – Joe Pallardy stated the report is still being reviewed and the MPCA is waiting for an action plan.Seining Report – Steve reported he has contacted two people and is waiting to hear back from them regarding seining for the winter/spring seasons. Bylaws – Discussion regarding potential changes to Association bylaws. It was agree to start with MN Waters to see if they can provide us bylaws from other lake associations to use as examples of how to possibly rewrite/change those of Volney’s Association.County Water Safety – Bob contacted the County to see is there is a process for attaining approval for no wake zones during high water times. While there is really no process for this at a County level, the Board agreed that should high waters occur again in the spring, a notice will be sent via email, as we have done in the past, as lake residents are courteous about keeping wakes down during high water.Culvert Report – Due to a failing culvert on the NW side of the lake, Bob called the county last spring and will call again to see if culvert will be replaced this fall. Discussion also ensued regarding the dredging of a holding pond on the NW side of the lake. Tax Exempt Status – Steve in charge of this project and reported that he had contacted the State to ensure our 501(c)3 status, which includes tax exemption, remains valid. He reported that we continue to be granted our nonprofit status. New BusinessLake Management Plan – Suzanne took the action to contact Lauren (County) to see if money existed to ask a consultant to assist in drafting a Lake Volney Management Plan. Discussion ensued around possibly apply for Star Lake status once a management plan was written. Star Lake status discussion tabled.

A planning meeting with the County, MN State University and members of Lake Volney Association is being scheduled for some time within the next month.

Discussion was held about convening a meeting, which has occurred annually, with Lauren (County) for possibly the first part of November.

Old Business:

 

An update was provided on TMDL progress. The initial findings report will be published early March 2011, and presented to the Board shortly thereafter. The full report will be shared with membership at a date yet to be determined.

 

A small group of Board members met with Lauren Klement (Le Sueur County Environmental) and Gene Krautkramer (Le Sueur County Agriculture) in January 2011, for an annual review of goals and projects.

 

The Board is working with DNR Fisheries to potentially create a fish rookery on/near Volney. Once fry become fingerlings, they would be released into Volney. Volunteers are needed to help manage this project.

 

COLA Update: COLA organizations are now organizing statewide, which is providing significant political strength. The new statewide COLA group is partnering with MN Waters and identifying ways to work together to support common interests and issues. The next statewide COLA meeting will be held the evening before the MN Waters Lakes and Rivers Conference in St. Cloud in April. Because COLA is statewide, we now have access to much more information as all lake associations and COLAs are sharing materials and best practices.

 

New Business:

 

One Board member will be attending the annual MN Waters’ conference in St. Cloud (April 28-29).

 

Annual Lake Clean Up is slated for April 28-May 01. The format will be the same as in past years, with a volunteer coordinator/team assigned a given area on the lake. Coordinators can schedule their clean up day anytime within this timeframe. Trash pickup will be scheduled for 02MAY and paid for by the LVA.

 

The LVA Annual Meeting will be held Saturday, May 21, 2011. Location will be near LeCenter, MN and all members or interested parties are encouraged to attend. Guest speaker at the annual meeting will be Bruce Pittman from the DNR Fisheries division.

 

On March 2, 2011, there will be an AIS (Aquatic Invasive Species) presentation by the DNR and an “Open Mike” opportunity sponsored by MN Waters in Mankato (North Mankato Fire Station). Volunteers are needed to attend this meeting.

 

A motion was made and carried to approve the Treasurer to pay 2011 dues for: COLA membership, MN Waters membership; Cannon River Watershed Partnership membership.

 

Tabled items: 1) Discussion regarding bylaws and potential changes; 2) Inlake planting discussion; 3) Shoreline restoration/raingarden discussion

Lake Volney Assn. Board Meeting Minutes

Meeting called to order by Suzanne B. at 10:00am.

Secretary’s report was approved with the addition of adding Sandy W to the minutes as having attended the TMDL meeting.

Treasurer’s report was approved as submitted.

 

Old Business:

Bob G updated the Board on COLA news: 1) COLA is selecting a topic for education and putting up billboards and giving prizes for science fairs, etc.: 2) CEO of MN Waters is networking closely with the COLA group; 3) Under the Heritage Amendment, funding will be available in 2011 for restoration projects. Lauren (County) will have details; 4) Lake Management Programs exist and lakes can apply for Star Lake status if they participate in these programs.

Holding pond dredging project update: LVA to work with local contractors to secure bids for the project.

Canadian Geese issues on the lake: potential to work with membership/lakeshore owners to grow grass long near shoreline (to prevent geese from congregating).

Steve P. reported that the DNR stocked walleye in 2009 and is now stocking fish every other year. Aaron reported the stocking cycle will occur yet this fall to allow fingerlings time to grow over the winter. Discussion ensued regarding Lake Volney having their own fish hatchery pond for Northerns. Aaron W. to follow up with DNR.

 

New Business:

Discussion held regarding the potential to update/revise Association Bylaws. Bob G. to get samples from other lake association who have done so to use as a comparison and/or template for improvement.

Public Landing – Garbage problem. People who live close are cleaning up the beach so the garbage does not go into the lake. There is already a sign on the beach asking people to take their garbage with them. No remedy other than adding trash bins, which has not been successful in the past.

Goals – discussion is tabled until the next meeting.

Aaron W. – Gave his report on our goals from the last meeting, including: 1) wetland restoration related to TMDL/Impaired waters study; 2) Invasive species treatment options; 3) Inlake treatment options (to complement watershed/wetland restoration). Aaron also reported he would discuss with the DNR the possibilities for exploring solutions to the drainage ditch clogged (and no longer flowing into Gorman).

A motion was made and carried to approve up to 3 members from Lake Volney to attend MN Waters Conference next April. Cost is $130.00 per person for conference and attendee will pay his/her own hotel and travel costs.

Bob G. mentioned there is a COLA meeting in Park Rapids and he will get us the information when it is available.

Steve P. to look into new business cards as our internet address had changed. He will also check on cost of Lake Volney mugs.

Lake Volney Assn. Board Meeting Minutes

Meeting called to order by Suzanne B at 10:00am.

Bob G. made a motion to approve the Secretary’s report as read, 2nd by Nicki W., motion carried.

Pam H. made a motion to approve the Treasurer’s report as read, 2nd by Nicki W., motion carried.

 

 

Old Business:

Nicki W. reported on the recent TMDL meeting she and Aaron Wells attended (July 2010). Minutes of the TMDL meeting were circulated earlier to the Board.

 

 

New Business:

Aaron Wells, who is part of a team responsible to formulate a post-TMDL plan for lakes on the impaired waters list, conducted a discussion about Lake Volney Association goals for lake restoration. Discussion focused on restoring Volney to its natural, clear state, including watershed/wetland restoration, in-lake nutrient reduction in sediment, in-lake restoration of native plants, and reduction of non-native in-lake plants. Aaron will continue to work with the Board on a plan of action for lake restoration.

A motion was made by Nicki W and seconded by Pam H to secure estimates to dredge the Mach holding ponds (established approximately 10 years ago). Holding ponds have filled with sediment and are not effectively filtering runoff as in previous years. Motion carried. A Board member will contact Mach’s to request their permission to dredge.

Steve P will contact the Waterville DNR to ensure they are on track with the fish stocking plan for next year. Steve will verify walleye fingerling stocking and request northern fry to be stocked as well.

Discussion was held about potential for Canadian geese/gosling relocation (in the spring). Suzanne reported that other lake associations have hired companies to relocate geese, which has been quite effective. Suzanne to report back to the board on companies that specialize in this service.

 Steve P brought forward the fact that the Minnesota Waters annual conference will be held in St. Cloud on April 28/29, 2011. The Board sent a representative to last year’s conference which was deemed to be a worthwhile investment given the information that was learned. Issue was tabled until registration opens early next year.

A motion was made and seconded to allow Steve P to research for best price and purchase LVA insulated mugs as give-aways.

The next meeting of the Board is October 16, 2010 at the Terry S. residence.

Call to Order:

Meeting was called to order by Suzanne B. on May 15, 2010, at 10:00am at the Dandy in LeCenter, Minnesota.

 

 

Secretary’s Report:

Secretary’s report was read by Sandy W. for 2009. Motion carried to approve minutes as read

 

 

Treasurer’s Report:

Treasurer’s Report was given by Treasurer Steve P. Steve gave bal. amount. Steve asked for audit of bank statements and a couple of members verified the bank statements. Motion carried to approve treasurer’s report as read. Dues for Lake Volney members are $35 for a base member, $50 for an elite member, and $90 for a premier member.

 

Steve P took orders for Lake Volney T-shirts. Steve also mentioned to check www.mnwaters.org /volney to keep updated on what is happening to Lake Volney.

 

 

Old Business:

 

Lake Volney Cleanup – Bob G. reported on cleanup of Lake Volney. County waived fee for April 17thcleanup as there was a small amount, but the following weekend there were several large articles that the county employees had to pick up and dispose of themselves. Bob is waiting for a bill from the county. Larry H. made a motion to approve payment of bill & Dennis B. 2nd the motion. Motion carried.

 

Tour of Rain Gardens – Sue mentioned asked if there was interest of a tour from lake side of rain gardens that have been installed on the lake. The date set is Friday evening, July 2nd. Sue asked for volunteers to provide their pontoons. After some discussion the Lake Volney Board will organize this event

 

COLA Report – Bob G. explained what COLA does. We are learning from other lake organizations. COLA is working on learning the new grants and how to obtain them. The money from these grants will come from the Heritage Amendment. COLA is also working on communications with the County Commissioners. Bob mentioned the vandalism of the port-a-potty at the beach last year. The perpetrators were caught by the sheriff’s office. This year the port-a-potty is anchored differently. Bob said if lake residents see anything suspicious to report to the sheriff’s office immediately and they will check it out. Bob mentioned working with new lakes in the area to get membership for COLA. Bob also mentioned the fair booth that COLA had at the LeSueur County Fair.

 

TMDL Update Report – Nicki W. reported on this 2 year report. She reported that there was 1 yr. of drought and if this year is wet, there may a need to do a three year study to get an average of TMDL. There is a Mankato State graduate student doing monitoring on Lake Volney. The equipment being used is automatic. Aaron Wills of the CRWP is also involved in the TMDL study.

 

Stocking of Fish by DNR – Steve P. is working with the fisheries in Waterville. There were 250,000 Walleye fry installed in Lake Volney. Usually 5-10% live, and this amounts to (if using 5%) roughly 12,500 will live. The DNR will continue to stock Lake Volney.

 

Flyover Report – AWL did short, medium, and long term goals. We will be working with this program for a long time. Some of these goals are rain garden development, Lake Scaping, and shore land restoration. The county will provide 75% of money if presented a design to them. Owner does the work on Lake Scaping or shore land restoration projects.

 

Seining – Steve P. reported there were 25,000 lbs of fish seigned from the lake this past year? (not sure of poundage)

 

Culvert Replacement – This has been done on the south side of the lake. This project took approximately 3-5 years to finish, as it was a joint project between Lake Volney Assn., LeSueur County, and the DNR.

 

Restoration of Lake Volney Beach: The County restored the beach last year and put up rules signs.

 

 New Business:

 

2010 Goals – A sheet is in the packet. Sue B. asked for volunteers to help with short & long term goals. Members are asked to contact someone on the board.

 

Restoring Shoreline – There will be a checklist on our website and in the newsletter of how to restore your shoreline. We will be communicating with our county commissioners on restoring shoreline. Regarding the in lake plantings – Steve McComas mentioned he believes the spores for cattails and lily pads are still in the lake, but due to poor water clarity they cannot grow at this time. When we get better water clarity these in lake plants will come back.

 

 New Board Members – Two Board members terms are up, they are 2 yr. terms. Sue B and Sandy W, Motion by Robin M re-elect to another term, motion carried. John R resigned as of this meeting. We will need another board member.

With trees gone Al C thought the beach has changed and juts out into the lake more. Sue B’s dad said the shoreline has not changed, but the trees are gone & looks like it did 50 years ago. Bob will call Al C with the explanation.

Pam brought up the level of the lake fluctuation. We explained the lake does change its level a lot.

Grants  – Bob mentioned still money for grants to install rain gardens. County will pay 75% of grant.Flyover Followup – We will continue to work on the reports from the flyover. Rain Garden Report – Several Lake Volney residents put in rain gardens. 75% of project, grants from the Clean Water Partnership check with Lauren Klement of the county. Bob mentioned that ¾ of people at rain garden seminar put in rain gardens on SW side of lake and we had one shoreline project put in on the north side of the lake.New BusinessFish Project – Steve McComas – dissecting Carp to see what they are eating. Preliminary project.Seems to be a high population of carp, sheephead, and buffalo – seigners want these fish to sell to New York. Insurance – Discussion Several lakes have an insurance policy covering errors& omissions. Do we want to have insurance – tabled until next meeting.Speakers  – Bob mentioned COLA will be having speakers – if one is good we may use for annual meeting.Goals – Water Grants – need to establish goals for our lake – May need a separate Grant Goal Meeting. May 16, 2009 Board Meeting

Call to Order:

Meeting was called to order by Suzanne B on May 16, 2009, at 10:00am at the Dandy in LeCenter, Minnesota.

Secretary’s report was read by Sandy W for 2008, Motion by John R to approve minutes as read, 2nd by Kenny K, motion carried.

 

Treasurer’s Report:

Treasurer’s Report was given by Treasurer Steve P. Steve mentioned dues are $35.00/year and is tax deductible. A motion was made by Dan T to approve the Treasurer’s Report as read. ? 2nd the motion. Motion carried.

Old Business:

 

35 people for our annual Lake Volney Clean up day. We collected 3,000 lbs of garbage. We was a picture put on the front page of the LeCenter Leader.

 

Bob G has worked on signage in the past year. He has had several signs put up around the lake. Thanks to Bob.

 

Follow up Flyover – AWL did short, medium, and long term goals. We will be working with this program for a long time. Some of these goals are rain garden development, lake scaping, and shoreland restoration. The county will provide 75% of money if presented a design to them. Owner does the work on lake scaping or shoreland restoration projects.

 

Steve Pany reported on seining. Up to 10,000 lbs of carp has been taken. There are still catfish in the lake. Steve P is in charge of contacting the DNR for seining the lake. The DNR did a survey and study in 2008 and 2009 to find out species and how many in lake.

 

New Business:

 

Culver Replacement – This needs to be done on the south side of the lake. We are waiting for the government bureauacy. Kevin and Mark are working on getting this project to move forward to finish this year. We may need to write to the county commissioner for our area, Mr. Culhane.

 

TMDL – Monitoring station project may get DNR approval by Fall.

 

Next commissioner’s meeting: Restoration of Lake Volney’s Beach – there will be terracing done on beach, a rain garden around the beach so the sand doesn’t go right into the lake. The flyover showed the beach is the worst site for toxicity because too many geese on the beach. The toxic waste was going into the lake.

Boat Landing – Not in this clean up at this time. Bob G said he asked the county in 2008 and the boat landing is the DNR’s responsibility.

 

We are asking for volunteers to form committees. We have Mark K and Kevin Sare working on the ditch and culvert project.

 

Two Board members terms are up, they are 2 yr. terms. Bob G and Steve P, Motion by Robin M to re-elect to another term, also to elect Pam H as a new board member, 2nd  by Darlene Tuma, motion carried.

 

COLA – Bob G reported this is a tri-county organization consisting of Waseca, LeSueur, and Blue Earth counties. COLA is working on the Heritage Amendment. Make sure the fertilizer we use has zero phosphorous.

 

Website – MN Waters – cost is $100.00/year for Lake Volney news to be on websdite.

Minutes of Last meeting read & approved.Treasurer’s Report         Concern has been expressed by residents of Lake Volney regarding land and water safety due to speed and reckless behavior. o   LVA Bd. Response: If comfortable, we encourage residents to speak to the offending property owner/owners.  If offending behavior continues residents are encouraged to call the LeSueur County Sheriff’s office. The Lake Volney Assn. is not an enforcing body, but a communications and education organization.·         Vote Yes Amendment –Bob G. calls the questions.1.       Does LVA wish to support the Vote Yes Amendment on our website? All those in favor – 4 Ayes, 1 Nay. Motion carried.2.      Are we interested in putting an editorial letter in the Newspaper supporting the amendment? All those in favor – 4 ayes, 1 nay. Motion carried.3.      Does LVA want to donate $50.00 to “Vote Yes” campaign? All those in favor – 4 ayes, 1 nay. Motion carried.Flyover            Short Term Goals1.      Runoff from properties into lake. Buffer zone between shoreline and home to reduce runoff to lake. (Example: planting rain gardens)2.      Educational Meeting this Fall 2008, for residents of Lake Volney to help them get started on improving their property.  (Bob G asked if we can get info. from Steve McComas re: clarity of water coming into lake from inlets.)3.      Septic: The LVA should address problem sites first, we need ground truth on #9 of site map of the flyover. LVA will talk to land owners and jointly arrange for soil samples to see if there really is a problem. Then, jointly, identify a solution if necessary.4.      Dump Site: #7 on Flyover map. Email/postcard to be sent to Residents of Lake Volney: As a result of our flyover, it has been detected that we have a common problem with runoff from our individual properties around our lake. As a result, and as a means to help educate and assist our membership, we are organizing a meeting/informational workshop to introduce ways we as homeowners can help reduce runoff and improve our lake’s water quality.  If you are interested in participating in a 1-2 hour workshop on creation of buffers/rain-gardens, please respond to this email prior to 26 September 2008. Depending upon level of interest, your Lake Association will sponsor this education/information session during October or early November this fall, so as to be able to plan for Spring 2009 planting.  Thank you for your interest and your concern in helping to keep our lake clean! Meeting called to order on 7-13-08 by president Suzanne B.Members & Guests  Present: Suzanne B, Sandra W, Nichole W, Steve P, Bob G, John R, Dan T, Mark P, and Terry S. Old Business: Lauren Klement is working on Shoreline Ordinances to present to the county. COLA is asking Lauren to present at their next meeting. Bob will have more info at our next meeting. Question on Carp – Steve P in charge. He mentioned at $1,000 a day that we only got 500 pounds this last time. In the Spring of 2001 the seiners pulled 80,000 lbs. Steve Phas also asked the DNR to stock the lake with game fish. The DNR is doing a survey on Lake Volney and we don’t have the results yet. Earth Day Cleanup – Was a great success. We are looking for people to take sections of the lake shore to clean. Residents should contact Bob G. Lauren Klement is the contact for all permits and questions on the upgrading of what we can and can’t do on Lake Volney. SECCI Disc Reading – Bob G – anywhere from 6 feet to 22 feet, average is about 11 feet clarity. Ditch – Barley Straw – Did a study in 2007 & doing a comparison study in 2008. Agenda for Fall – Informational Meetings for residents on how to plant lily pads and other plantings.The $130,000 will be used to dredge the ditch. Waiting for bids and the county will pay part of it. Read minutes of annual meeting. Bob G. approved the minutes, John R. 2nd – all approved, motion carried.Treasurer’s report read. Nicki W. made a motion to approve, Sandy W. 2nd the motion, all in favor aye, motion carried. Flyover Report – Results – lots of issues, Need Lauren involved in planning meeting. Meeting to set up short term goals (1 year), intermediate (2-3 yrs) goals, and long term (4+ years). COLA would be a good resource for us. Date of Planning meeting is August 24, 2008 at noon. Bob G  mentioned a DVD from the DNR he can buy for $29.00 on restoring your shoreline. Petential Action – Heritage Amendment on Nov. 4th. Do we support. We need to do more research on this amendment. Next meeting we will decide:1.       Do we want to add our name publicly to this amendment?2.       Do we want to do a grass roots letter writing to the editor to newspapers?3.       De we want to donate money? Rumor: Raise Lake Gorman Level – It is in their mission statement. The DNR has to ok it and it is very doubtful that they would approve it.

·         May 17, 2008 Annual meeting. Sue B called the meeting to order on May 17, 2008 at the Dandy in LeCenter, Minnesota.No Secretary’s report for 2007, but will be posted on the website. ·         Treasurers Report was read by Treasurer Steve P. Sandy W made a motion to accept the Treas. Report and Nicki W 2nd the motion. All in favor aye, passed as read.·         Steve P handed out Lake Volney T-shirts to members present at the meeting. Will sell more for $5.00 each. Old Business ·         South side of lake – 2 issues. Fish gate will leave open this year, too much work to pull brush, etc. out of gate. The water level between Volney & Gorman ditch is low and there are no carp flowing back and forth between the lakes. If we see Carp we will call the seigner. Steve P mentioned we  can encourage people to take carp with bow and arrow or to spear them. Steve is also in charge of seigning for Lake Volney. Steve is also in charge of asking the DNR to stock the lake with game fish and has not has a response from them as of yet. ·         Question was asked about the catfish that were put in the lake and we don’t know how many are left. ·         Steve P also mentioned to seign the lake costs $1,000 a day and it takes six guys to pull in the nets.  ·         Bob G reported on the Earth Day Cleanup – we pulled toilets, a bowling ball, drain tiles, broken glass, cans, and many other items. Bob asked residents of the lake to call him if they are interested in taking a section to clean up when they are out walking.·         COLA (Coalition of Lake Assn.) Bob G reported as he attends the meetings. COLA shares ideas about what works for their lakes. The flyover was a coordinated project of COLA.·         Bob mentioned that LeSueur County will be getting stricter on permits, will be revising regulations regarding vegetation removal, ripwrap permits, also about shoreline fill & grading. If it is more than 10 cubic yards removed or added to shoreline you need a permit. Need a permit for a removal of a tree, or for putting in retaining walls. Call Lauren Klement at the Environmental Office in LeCenter, MN. ·         Bob mentioned that Scott and Waseca Counties have very strict rules on Lake Shore.·         TMDL study. It has taken use several years and lots of research  to get on the impaired waters list.  TMDL means Total Maximum Daily Load. Studies will be done from now until 2010 and the state has to have a plan to clean up our lake by 2015.·         Shaina is the Lakes specialty for the MPCA and will be studying the lake for phase I, Phase II is to sample the lake water & monitor for phosphorous, etc.·         Bob Gullickson does the Secci disk readings to find out the clarity of the water. ·         Suzanne explained the results of the Secci disk readings. These results go into the TMDL report.·         Question on ditch: Sue explained why we used Barley straw and the test results. Steve McComas will be doing this test again this year so we have a comparison. Last year the test results showed we had residue filtering from the surrounding ground into the ditch.  Barley has to rot before it releases the carbon. This system is used on golf courses.·         We have $130,000 of the Clean Water Partnership money left and has to be used up this year. Will be used on the south side of the lake on the ditch and the beach as the ditch is collapsing. We are presently waiting for bids on the ditch and waiting to hear from the county.·         Sue introduce the Lake Volney Handbook and passed out to members present, other handbooks will be mailed to members  of Lake Volney Assn.·         Terms of board members up are Sandy W, Suzanne B, Mary J, and Mike M. Sandy and Sue will remain on board if members so choose.  John R and Terry S volunteered to be board members – Nicki Weber made a motion to accept him and Pat Harkins second the motion. Lauren Klement introduced Allen Cibuzar of the AWB – research lab out of Brainerd, MN.  They do remote sensing. Allen talked about things the average person can do to keep our lakes clean. He talked about pine trees as being natural herbicides. Also, use water from the lake to fertilize the lawn put hose in the lake as far as possible to draw out phosphorous and sediment from the bottom of the lake.

OLD BUSINESS

 

Flyover Study and Presentation: The results of the Lake Volney Flyover Study are being compiled. The results should be available by the Annual Meeting scheduled for May 17, 2008. Bob G will talk to Lauren Klement about the best way to present the results and will report back to the Board at the next meeting. Lake Volney Survey Results (McComas Report and the Local Secchi Disc/Ice Report): Bob G informed the Board that there are very preliminary results from the survey. Bob G gave an update on the Secchi disc readings for the year. There was an average of 9.8 feet for the year. The average last year was 10.1 feet. The greatest depth obtained was

16 ½ feet, the least was 2 ½ to 3 feet in the heat of the algae bloom.

Bob G also indicated that he will be taking over the ice in/out report from Neil Gregor. TMDL Status Update: A new project manager has been assigned to conduct the TMDL from the Upper Cannon grant money. The County is fairly positive it will begin in early summer 2008. Remaining CWP Funds Appropriation: The issue of CWP funds appropriation is being explored. Bob G will get ideas from COLA for existing guidelines on how they handle reimbursement for shoreline restoration with grant money. An assessment needs to be done of the outlet ditch on the south side of the lake near the beach for shoreline restoration/dredging options. COLA Participation (Volunteers): Volunteers are needed for COLA (Coalition of Lakes Association). Anyone who would like to learn about and help with the area lakes is urged to volunteer. LVA Information/Welcome Packet: The Board discussed putting together a LVA Information/Welcome Packet that would include tips for homeowners and best practices when living on a lake. The Board agreed that it would work towards developing a packet that can be distributed. County Lakes Survey: Lauren Klement sent out the survey asking for input to the draft copy. The Board agreed it should not be put in a box by the beach. The Board is seeking to find out the goals of the survey and how the results will be utilized.

NEW BUSINESS

 

Earth Day Clean-Up Date: The Earth Day Clean-up will be on April 19th at 1:00 p.m. The Board will meet before the clean-up at 10:00 a.m. The Board will discuss the Annual Meeting agenda at the meeting. Annual Meeting Date: The Lake Volney Association Annual Meeting will be on May 17th at 10:00 a.m. The doors will open at 9:30 a.m. with coffee and pastries served. There will be a luncheon served after the meeting. The Flyover Study results will be discussed at the meeting. The Board discussed having vendors at the Annual Meeting in the areas of shoreline restoration, septic systems, etc. There also may be a sportsman vendor willing to be a potential sponsor and donate prizes. Membership Notification of Meetings: The Board discussed membership notification techniques for the Earth Day Clean-Up as well as the Annual Meeting. The Board agreed to send a “Save the Date” postcard in mid-February with the dates of the Earth Day Clean-up (April 19th) and the Annual Meeting (May 17th). It was also agreed that another notice would be sent out closer to the meeting dates. Membership Drive: The Board agreed to discuss this issue at the next meeting.

OTHER BUSINESS

 

Future Regular Agenda Topics Discussion: The Board discussed adding recreation/fishing information to the Board minutes to gain more interest among the membership. The Board also discussed the need to better inform the membership of the issues the LVA Board deals with. It was agreed that the LVA Board Meeting Minutes will be distributed to the membership. Steve P volunteered to put together a newsletter that will be attached to the minutes and distributed to the membership. Hazardous Algae Bloom Workshop in Mankato: There is a Hazardous Algae Bloom Workshop in Mankato on March 5, 2008. Next Board Meetings:

Secretary’s Report – 2006 Annual Meeting Report was read. Motion by Steve Pany to approve, 2nd by Bob Boda, all approved.Treasurer’s Report – Read by Treasurer Steve Pany. Motion to approve by Nicki Weber, 2nd by Patricia John, voted to approve by all and motion carried. Steve Pany asked for 2 volunteers to audit the books after the annual meeting.Old BusinessCarp Seining – Steve Pany gave a report on the carp seining issue with Lake Volney. The last time the lake was seined was in 2003. In 2001, 50,000 lbs. of carp were taken. Carp was taken out of Lake Volney in the years 2001, 2002, and 2003. The lake is now better, but carp need to be removed on a continual basis. Steve Pany brought up the idea of a rough fish contest.Earth Day Clean-Up – Bob Gullickson was in charge and reported on the clean-up. The date was set for the Sat. of Earth Day week; Bob suggested we keep this same day every year. We picked up all around the lake. We also found an old dump and had picked up there. Sue Boda mentioned she had called the county and reported the finding of the old dump site. Sue Boda said she would call the county to ask about signs at the beach that will say, “Take Your Trash with you.”

Report on Lake Volney – Lauren Klement’s report on Lake Volney will be posted on our website. Lauren’s report will include the activity on the next phase in the lake cleanup effort: the Total Maximum Daily Load (TMDL) measurement. This is required by the state since we are on the impaired waters list. The MPCA is responsible to implement the TMDL study, which should have already been started. Letter writing campaign suggested to get the MPCA to start the next phase for our lake. Tri County Report – Bob Gullickson – This is a 3 county group of lakes called tri county COLA, (Coalition of Lakes Association). Meetings have been moved to the tourist center in Elysian on the first Thursday of the month. Lauren Klement has been asked to the quarterly meetings as most issues deal with county issues. COLA is suggesting to have a county commissioner at periodic meetings to better communications regarding improvement of river and lake resources throughout the county. Lake Volney is 1 of only 2 deep lakes in southern MN. We are unique as most lakes are shallow. We have clarity of 12 ½ ft., last 3 weeks in May. We have A rating if over 10 ft. We can celebrate for the good clarity we’ve had in the last year.

Secci Disc Reading – Bob Gullickson and Steve McComas of Blue Water Science (Lake Detective) have been taking turns doing readings. McComas is funded with CWP money, both last and this year, to study lakes. Last year no algae bloom – unsure as to the reason. We had an average of 10.7 foot clarity last year. Lake monitoring results report of 2006: Suzanne Boda read results of report done by Steve McComas. He did secci disk and water samples last summer. Phosphorous at the top of the lake (in 1 – 1 ½ ft of water) is 65 parts per million. – C grade. Water samples at the bottom of the lake (1 foot off bottom) is 257 PPM – an F grade (sediment in bottom has 100years of runoff). When lake turns over the bottom comes to the top and we have an algae bloom. Chlorophyll 8.9 milligrams per liter – good rating.

Curly leaf pondweed grows on shoreline – likes shallow lakes and needs the light to grow. We don’t have cattails or lily pads which puts oxygen back into the lake. We still have a lot of work to do and the county is behind us. The MPCA has to support us because we are on the impaired waters list. Barley Report – Did test on ditch going into lake on the NE side. (Barley straw soaks up phosphorous.) The full report is on the website. This year we are not doing the Barley test to have a comparative year. What appears to be happening from the results of last year’s test is that old phosphorous (from last 100 years) is leaching from soil into the ditch, then to the lake. New Business

A thank you to Steve Pany for doing our website as it is a lot of work. There is a link to DNR and other places. Lake Volney Assn. will list all events on our website.Flyover – Will take place in fall of 2007 when leaves are off trees, possible early November. We will pay $1,900.00 and the county will pay the other half. We are contracting with A.W. Research Laboratories from Brainerd area. The report will show digital photo, visible, hyperspectrol (xray), thermal and infrared shots of the lake and the surrounding shoreland. This will aid in targeting clean up areas we may not know need help. Website will have info on the flyover. Lakes Washington, Jefferson, German and Volney will be doing this flyover. Lake Francis and Waseca have done the flyover and it lets them know where they can get the most bang for the buck, reported Bob Gullickson

BOARD MEETING, Board of Directors Meeting Minutes

Secretary’s Report: The secretary’s report was read by Suzanne B as – Mary J, secretary was unable to attend the meeting. Motion to approve minutes by Nicki W, 2nd by Bob G, all approved the minutes with minor corrections.

Treasurer’s Report: Steve P reported we are earning 4.8% interest on invested money. The treasurer’s report was read, motion to approve by Bob G, 2nd by Nicki W, all in favor – aye. Approved as read. Old Business

Carp Seining Update: lake residents will watch the lake for movement of carp, and report to Steve McComas and Glen Guyer. We are hoping to seine Lake Volney this spring. The DNR has given the directive to seine Lake Volney this year. Bob G mentioned the Isaac Walton League may help defer payment of seining if we apply for a grant. We would like to seine for small rough fish to keep them from multiplying in the lake. Steve McComas Monitoring Report and 2007 plan: Suzanne B reported on the meeting held by Steve McComas on Thursday, May 19th at the Environmental Services Bldg. in Le Center. Steve McComas presented his summary report on the water clarity, Chlorophyll and Phosphorous levels of lakes in the area. Bob G and Steve McComas will be taking SECCI disk readings of Lake Volney for water clarity in this summer of 2007. Steve M. also reported on the Barley experiment done in the ditch. He stated that the water quality before the water entered the Barley straw was ok, samples take in the middle ditch were worse, and the water quality coming out at the end of the Barley straw was also worse. Steve’s conclusion were that the water leeching into the ditch from the surrounding area was highly contaminated with phosphates and creating more of a problem; after studying the ditch this summer without the barley in place, Steve M. will draw a conclusion to see if the barley had any effect on the water quality.TMDL Update: Suzanne B proposed a letter writing campaign. Sandy W asked if Sue would write a letter for all of us to email. Sue feels if we send a letter to the MPCA (MN Pollution Control Agency), we may get them to help us clean up the lakes. Sandy proposed a petition to be signed by the membership attending the Annual meeting, which will be accomplished.

 

Flyover Opportunity with COLA: Bob G reported on the flyover. Lake Volney, in collaboration with the County and two other COLA lakes will contract with AWSR, a company out of Brainerd, to do the flyover. The flyover is to be conducted in November of 2007. Bob presented the contract for the flyover. Suzanne .B and several members questioned the content stating we would like more specifics as to what exactly will be done in the flyover. Sue will email Lauren Klement at the LeSueur Environmental office to ask her to check on the specifics of the contract. The county will pay 50% of the money for the flyover and Lake Volney will pay 50%. Our cost is $1, 966.50. There will be an informational meeting before the flyover so residents of Lake Volney and the community at large can understand the purpose of the flyover.Culvert Update: One of the culverts on the road leading from the beach west on the South side of lake has collapsed. The county has put in a temporary fix and will replace the culverts in the fall of 2007. One of the culverts is on public land and one is on private land. Costs to be determined.Ditch Dredging: Selly Construction was contracted to dredge the ditch in the year 2000. The ditch needs to be dredged again, at least the front part (entry from the lake to the ditch). Eroding Bank: The bank by the ditch particularly at the entrance to the ditch from the lake), is eroding and the county will be contacted.

New Business

 

Website: Steve P has been doing work on the website. He would like to attach links to water management and county shore land management sites. Voted and approved to have Steve add these links to our website.

We voted to have our minutes sent to Lauren Klement as we receive in-kind payment for time we spend working on Lake Volney. Sue brought up we also need to keep track of travel time. In taking a poll Suzanne B, Sandy W, and Nicki W drives are 100miles round trip. Steve P drives 80 miles round trip.

The annual meeting will be June 2, 2007, and it was decided to meet on the morning of May 26th to plan that meeting. Bob G also mentioned having board meetings more often and/or hold educational workshop sessions for the membership; we decided we would discuss this at the annual meeting.

We had talked about having a booth to sell hot chocolate, coffee, and doughnut on fishing opener, but we decided to table that plan this year.

We adjourned to meet people to clean up the beach on Lake Volney. Board members who attended the meeting, plus Kristin and Sofia B helped to clean the beach and east side of Volney from 12:30-2:15pm.

OLD BUSINESS

 

Carp Seining Update: Steve P. reported frustration getting Glen Geyer to seine for carp. Glen has the permit for the area that encompasses Lake Volney. Steve went to the DNR Commissioner for assistance but no response as of yet. Steve P. to email Tom Miller (Gorman Association) to coordinate.

Barley Study in Gibb’s Ditch: We would like to do another study this year. We believe CWP money can be used but we may need volunteers to assist with putting the barley bales in the ditch.

TMDL Update: Lauren sent a letter to Bill Thompson, MPCA, regarding the status of the Volney TMDL. MPCA responded that they hire consultants re: how to conduct an Implementation Plan. Lauren will continue to work with Bill but will write the DNR Commissioner if we don’t hear from Bill. The State is required to have a plan by 2015 to clean up the lake. Bob to ask at COLA meeting if another lake is further in the process.

Flyover Opportunity with COLA: A.W. Research Labs quoted LVA to do a flyover at low altitude to see problem areas. Steve P. to talk to A.W. to get more information about the potential findings/how to use the findings/etc. Bob to brief COLA re: what we are doing.

NEW BUSINESS

Alternative Shoreland Standards: MN Waters asked LVA assistance in supporting proposed State legislation that would expand a regional DNR test that ensures lakeshore development is done in an environmentally friendly manner. The proposed legislation would mandate the new methodology for development and expand the area to include all waterways, lakes, streams in the state. Suzanne wrote letters to Governor Pawlenty and to the DNR Commissioner on behalf of the LVA, in support of this legislation. MN Waters is working in conjunction with the Minnesota Environmental Advocacy Center and will continue to lobby on behalf of this proposed language.

Sandy W. wrote a paper for her college course on Restoration of Water Clarity To Lake Volney Proposal. Sandy to e-mail Board a copy. The Board should read and decide how to utilize and whether to post on website.

Annual Meeting: Discussion on when to have annual meeting. Determined 6/2/07 to be best date.

Opening Fishing: Discussion on whether to have a stand at the landing for opener. Board to communicate via e-mail and figure out what, if anything, to do for opener. Mike M. suggested a rough fishing contest.

eqb shoreland environmental review thresholds for eaw/eis discussed. MPCA is looking at revised/stricter EAW/EIS requirements for shoreland developments; public comment period closed mid October.

Fall clean up day was discussed and determined that early Spring clean up would be better. In the meantime, board members and residents are helping to keep ditches/roadsides clean.
Request will be made to dnr and/or the County to place no parking sign next to landing east side, to prevent boaters from parking trucks/trailers there, blocking off part of the turn-around area.

6/2/2006 LVA . Secretary’s Report – 2006 Annual Meeting Report was read. Motion by Steve P. to approve, 2nd by Bob B., all approved.

Treasurer’s Report – Read by Treasurer Steve P. Motion to approve by Nicki W., 2nd by Patricia J, voted to approve by all and motion carried. Steve P. asked for 2 volunteers to audit the books after the annual meeting.

 

Old Business

 

Carp Seining – Steve P. gave a report on the carp seining issue with Lake Volney. The last time the lake was seined was in 2003. In 2001, 50,000 lbs. of carp were taken. Carp was taken out of Lake Volney in the years 2001, 2002, and 2003. The lake is now better, but carp need to be removed on a continual basis. Steve P. brought up the idea of a rough fish contest.

 

Earth Day Clean-Up – Bob G. was in charge and reported on the clean-up. The date was set for the Sat. of Earth Day week; Bob suggested we keep this same day every year. We picked up all around the lake. We also found an old dump and had picked up there. Suzanne B. mentioned she had called the county and reported the finding of the old dump site. Suzanne B. said she would call the county to ask about signs at the beach that will say, “Take Your Trash with you.”

Report on Lake Volney – Lauren Klement’s report on Lake Volney will be posted on our website. Lauren’s report will include the activity on the next phase in the lake cleanup effort: the Total Maximum Daily Load (TMDL) measurement. This is required by the state since we are on the impaired waters list. The MPCA is responsible to implement the TMDL study, which should have already been started. Letter writing campaign suggested to get the MPCA to start the next phase for our lake.

Tri County Report – Bob G. – This is a 3 county group of lakes called tri county COLA, (Coalition of Lakes Association). Meetings have been moved to the tourist center in Elysian on the first Thursday of the month. Lauren Klement has been asked to the quarterly meetings as most issues deal with county issues. COLA is suggesting to have a county commissioner at periodic meetings to better communications regarding improvement of river and lake resources throughout the county. Lake Volney is 1 of only 2 deep lakes in southern MN. We are unique as most lakes are shallow. We have clarity of 12 ½ ft., last 3 weeks in May. We have A rating if over 10 ft. We can celebrate for the good clarity we’ve had in the last year.

Secci Disc Reading – Bob G. and Steve McComas of Blue Water Science (The Lake Detective) have been taking turns doing readings. McComas is funded with CWP money, both last and this year, to study lakes. Last year no algae bloom – unsure as to the reason. We had an average of 10.7 foot clarity last year.

Lake monitoring results report of 2006: Suzanne B. read results of report done by Steve McComas. He did secci disk and water samples last summer. Phosphorous at the top of the lake (in 1 – 1 ½ ft of water) is 65 parts per million. – C grade. Water samples at the bottom of the lake (1 foot off bottom) is 257 PPM – an F grade (sediment in bottom has 100years of runoff). When lake turns over the bottom comes to the top and we have an algae bloom. Chlorophyll 8.9 milligrams per liter – good rating.

Curly leaf pondweed grows on shoreline – likes shallow lakes and needs the light to grow. We don’t have cattails or lily pads which puts oxygen back into the lake. We still have a lot of work to do and the county is behind us. The MPCA has to support us because we are on the impaired waters list.

Barley Report – Did test on ditch going into lake on the NE side. (Barley straw soaks up phosphorous.) The full report is on the website. This year we are not doing the Barley test to have a comparative year. What appears to be happening from the results of last year’s test is that old phosphorous (from last 100 years) is leaching from soil into the ditch, then to the lake.

 

New Business

Meeting called to order by Suzanne B. at 10:00am.

Secretary’s report was approved with the addition of adding Sandy W to the minutes as having attended the TMDL meeting.

Treasurer’s report was approved as submitted.

 

Old Business:

Bob G updated the Board on COLA news: 1) COLA is selecting a topic for education and putting up billboards and giving prizes for science fairs, etc.: 2) CEO of MN Waters is networking closely with the COLA group; 3) Under the Heritage Amendment, funding will be available in 2011 for restoration projects. Lauren (County) will have details; 4) Lake Management Programs exist and lakes can apply for Star Lake status if they participate in these programs.

Holding pond dredging project update: LVA to work with local contractors to secure bids for the project.

Canadian Geese issues on the lake: potential to work with membership/lakeshore owners to grow grass long near shoreline (to prevent geese from congregating).

Steve P. reported that the DNR stocked walleye in 2009 and is now stocking fish every other year. Aaron reported the stocking cycle will occur yet this fall to allow fingerlings time to grow over the winter. Discussion ensued regarding Lake Volney having their own fish hatchery pond for Northerns. Aaron W. to follow up with DNR.

 

New Business:

Discussion held regarding the potential to update/revise Association Bylaws. Bob G. to get samples from other lake association who have done so to use as a comparison and/or template for improvement.

Public Landing – Garbage problem. People who live close are cleaning up the beach so the garbage does not go into the lake. There is already a sign on the beach asking people to take their garbage with them. No remedy other than adding trash bins, which has not been successful in the past.

Goals – discussion is tabled until the next meeting.

Aaron W. – Gave his report on our goals from the last meeting, including: 1) wetland restoration related to TMDL/Impaired waters study; 2) Invasive species treatment options; 3) Inlake treatment options (to complement watershed/wetland restoration). Aaron also reported he would discuss with the DNR the possibilities for exploring solutions to the drainage ditch clogged (and no longer flowing into Gorman).

A motion was made and carried to approve up to 3 members from Lake Volney to attend MN Waters Conference next April. Cost is $130.00 per person for conference and attendee will pay his/her own hotel and travel costs.

Bob G. mentioned there is a COLA meeting in Park Rapids and he will get us the information when it is available.

Steve P. to look into new business cards as our internet address had changed. He will also check on cost of Lake Volney cooler mugs for promotional purposes.

Lake Volney annual mtg. took place at the Little Dandy in LeCenter, MN.

 

Guest Speaker Craig Soupir  of the DNR spoke first. He gave a power point presentation entitled, “Shoreline Management and Aquatic Planting.” Craig also gave us up to date knowledge of what is happening in our district.

 

Nicki Weber, project manager of in-lake planting project, then spoke and explained the project. She also explained why we need a fence to protect the plants and why she chose the plants for our lake. She set the weekend of June 1st to do the in-lake planting project. May 31st at 6:30 pm to put up the fencing, June 1st at 9:00 am to do the planting, June 2nd at 9:00 am to finish project.

 

Sue, president of Lake Volney Assn., then started the meeting.

 

Secretaries Report –  Sue reported there was a computer crash and she did not  have  the 2012 annual mtg. minutes with her. They are posted on our website.

 

Treasurers Report – Treasurer, Steve, read the report. He sent around bank statements for members to review. Steve gave out his email address: c22steve@mchsi.com.  Steve talked about Darby Nelson and how he uses Lake Volney in his presentations, nationwide, as an example of how to clean up a lake. Invasive Species – It takes 21 days of dry time for your boat to be out of the water, and a temperature of 140 degrees to kill zebra mussels. There is a $100-150 fine for not cleaning your boat. There is Asian Water Milfoil in Rice County.
