About the Lake Shamineau Lake Improvement District and its formation
Volunteers from the Lake Shamineau Association have been working on establishing a Lake Improvement District (LID) for Shamineau since 2013. It was approved by the Morrison County Board of Commissioners July 7, 2015. LID directors were appointed. The County approval can be seen here: ORDER ESTABLISHING LAKE SHAMINEAU IMPROVEMENT DISTRICT . The first annual meeting of the LSLID was held August 27, 2016.
A LID is a special-purpose district formed around a lake in accordance with Minnesota Statutes. It is a local unit of government established by resolution for the implementation of defined lake management projects and for the assessment of the costs. Property owners elect the governing board of the LID and pay an annual assessment fee to pay for projects that the LID chooses for Lake Shamineau. Citizens benefit from greater local involvement in the management of their own lake. The Shamineau Lake Improvement District will empower property owners to decide on what is best for their lake with less government involvement.
Morrison County has the power to establish the LID, manages the property assessments and accepts the annual proposal and reports from the LID. There must be an annual meeting of the LID for property owners that the elected Shamineau LID board represents. The earliest funds available for the Shamineau LID to use for projects was fall 2016. Preliminary budgeting was estimated to be $35.00 to each riparian property owner no matter the number of parcels.
Volunteers met with people from LIDs from surrounding lakes (Crookneck, Alexander, Fish Trap) and Morrison County Staff to understand the process and get help to begin forming a Shamineau Lake Improvement District. Over 50 members of the Lake Shamineau Association signed statements of support (2014 Statement of support for LID) to Morrison County to encourage the Board of Commissioners to begin working on organizing the LID.
The Lake Shamineau Association submitted a summary of problems and proposed projects to Morrison County (LID Intro-Summary 2015-03-06).
